Guiding Document for the Localization of Disaster Risk Management in Jordan - 2025

Bridging the gap between national policy commitments and local action is essential for effective disaster risk management.

In Jordan, disaster risk management is guided by national strategies and institutional frameworks that increasingly recognize the importance of local-level action. However, translating national priorities into structured, operational practices that reflect local risks and capacities remains a challenge for municipalities, despite their frontline role in preparedness, response, and recovery.

In response, Mercy Corps in partnership with UNDP worked closely with the Ministry of Local Administration (MoLA) and the National Center for Security and Crisis Management (NCSCM) to support the development of a national guiding document for the localization of disaster risk management in Jordan under the umbrella of the National Disaster Risk Reduction Strategy (2023-2030). This effort focused on strengthening institutional clarity and providing municipalities with a practical framework to support locally led disaster risk management.

Owned by MoLA, the “Guiding Document for the Localization of Disaster Risk Management in Jordan” serves as a strategic national reference to support municipalities in operationalizing national disaster risk reduction and climate change adaptation policies. It provides clear, practical guidance to align local action with national priorities, including recommended institutional arrangements and core functions for municipal DRM units. Grounded in Jordan’s risk landscape and governance structure, the document promotes a more coordinated and effective role for local authorities in reducing risks, strengthening preparedness, and managing response and recovery.

في الأردن، تستند إدارة مخاطر الكوارث إلى استراتيجيات وطنية وأطر مؤسسية تولي أهمية متزايدة لدور العمل على المستوى المحلي. ومع ذلك، لا تزال ترجمة الأولويات الوطنية إلى ممارسات تشغيلية ومنهجية تعكس المخاطر والقدرات المحلية تشكّل تحديا أمام البلديات، على الرغم من دورها المحوري في الاستعداد والاستجابة والتعافي

واستجابةً لذلك، عملت منظمة ميرسي كور بالتعاون مع برنامج الأمم المتحدة الإنمائي بشكل وثيق مع وزارة الإدارة المحلية والمركز الوطني للأمن وإدارة الأزمات على دعم إعداد دليل وطني لممارسة إدارة مخاطر الكوارث على المستوى المحلي في الأردن، وذلك تحت مظلة الاستراتيجية الوطنية للحد من مخاطر الكوارث (2023-2030). وقد ركّز هذا الجهد على تعزيز الوضوح المؤسسي وتزويد البلديات بإطار عملي يدعم نهج إدارة مخاطر الكوارث بقيادة محلية

ويُعدّ  "الدليل الإرشادي لممارسة إدارة مخاطر الكوارث في الأردن على المستوى المحلي"، الصادر عن وزارة الإدارة المحلية، مرجعا وطنيا استراتيجيا يهدف إلى دعم البلديات في تفعيل السياسات الوطنية للحد من مخاطر الكوارث والتكيّف مع التغير المناخي. ويوفّر الدليل إرشادات عملية وواضحة لمواءمة العمل المحلي مع الأولويات الوطنية، بما يشمل الترتيبات المؤسسية المقترحة والمهام الأساسية لوحدات إدارة مخاطر الكوارث في البلديات. واستنادا إلى واقع المخاطر وإطار الحوكمة في الأردن، يعزّز الدليل دور السلطات المحلية في الحد من المخاطر، وتعزيز الاستعداد، وتحسين إدارة الاستجابة والتعافي
